Where's the humanity?

I keep thinking about a news item I heard a few days ago - that in Zimbabwe, in the midst of a cholera epidemic, the price of a 25lt water container is 25 US dollars.   Who knows how many gazillions of Zim dollars that converts to, or even whether that amount of money can be drawn from the banks there but, that aside, what struck me most is how us humans will often happily take advantage of the suffering of others.  Sure supply and demand make our world go round but it seems that, in times of great difficulty, there are many, devoid of compassion or any generosity of spirit, who are prepared to exchange entrepeneurship for highway robbery.
The pooling of resources benefits many whereas taking advantage of those who suffer benefits only the robber.  Is it naive to hope that Zimbabweans will share the milk of human kindness in the appalling circumstances they currently experience?   Unless dramatic and urgent changes happen in Zimbabwe it could be the only means of survival.
